Слушайте, а почему в Штатах такое высокое количество заключенных на тысячу населения?

Как-никак эта страна с наиболее высоким процентом "зарещеченного" населения - http://en.wikipedia.org/wiki/List_of_countries_by_incarceration_rate
и с высоким ростом этой величины - http://en.wikipedia.org/wiki/United_States_incarceration_rate

Это что, все из-за борьбы с наркотиками?
