Well, moneys are just a measure of how much do you need smth. If I'd be asked whether I prefer to use municipal bus or taxi to go office, surely I would prefer taxi. It saves lot of time and also is more comfortable.
But when _price_ comes to play, I must decide _how_much_ my time and my comfort really costs for me. If I value it more than _current_ taxi price - well, i'll call for taxi. Or I can choose to save these 50UAH and go for a bus or even walk on foot (to save 2.5UAH more, why not).
It is how the world works. I trade time/comfort for money and vice versa.
But while I have an alternative of using municipal transport, it's a matter of saving 15-20 minutes - well, sometimes I value it more than taxi costs, sometimes less. If some trouble came on it, however, it becomes the matter of 1-2hours comparedly to walking on foot. Obviously, 1 hour of my time costs _MORE_ than 15 minutes does.
Note that i have to pay this price just due to objective circumstances and i it isn't possible to avoid paying it, anyway. But i can trade again and pay it by _money_ not time. Amount i'd be ready to pay is, too, depends on how much i value _benefits_ of using taxi, nothing changed here. As now i have more benefits, i could pay more.
Remember: nobody forces me to make a deal. I still can walk by foot, i can call my boss and explain to him what happened. I have a lot of options, i do my choice and i pay for it. And if they demand e.g. $100 for this road i most probably will refuse, but if i didn't this means that i have in return something _more_, haven't me?
Then, imagine we had forced taxi drivers to require no more than 10UAH for my road in any case. This mean i can get same 15-20 minutes of saved time and same comfort for only 7.5UAH overpaid. Nice!
But not so obvious (for you, as it seems to be) aftereffect will be _lower_ availability of taxi. I will more often use it, lot of people will travel by taxi to a bakery (wouldn't they?), - so when you will _really_ need it and be ready to pay virtually _any_ (or, let's even stay with current) price amount - you will just have NO available taxi to pay for.
EXACTLY the same effect you could see if on subway failure taxi drivers forced to take same price as usually - MORE people do require it now, and LOT of them are ready to pay what they were not in normal situation - and of course they WILL. Well, your own need may be really strong and you are ready to pay even MORE - but you just can not.
And next. Imagine that in such situation you really strongly need a transport and have no option but taxi, and you give twice-triple-tenth price to driver, and he agreed. Voila. Those who left to stay while you're riding in a car, guess what they'll say? Right. They'll say "Damned drivers overcharging".
